NORTHERN BY-PASS ROUTE OF DONG TRIEU TOWN

1. Location: the route passes the following communes/ wards: Thuy An, Hong Phong, Hung Dao, Kim Son, Mao Khe, Yen Tho, Hoang Que, Hong Thai Tay and Hong Thai Dong – Dong Trieu Town, Quang Ninh Province, Vietnam.

Location Description: the expected investment area is at the northern National Route No. 18. That is the by-pass route of Dong Trieu town center connecting with the East – West inter-provincial route and the by pass route of Uong Bi city. It also is the motivated route to develop the central area to the South of National Route No. 18.

2. Aims: to invest and establish an eastern - west inter-provincial route of Dong Trieu town; to expand the central development space toward the south of Dong Trieu town .

3. Scale:

-                Length: around 30km

-                Line section: 14,5m artery + 3m sidewalk + 5,5 m frontage road+ 6m central reserve (trees) + 10,5m roadway + 2m central reserve (trees) + 5.5m frontage + 3m sidewalk + 14.5m artery

-                Location: starting point at km 49+800 of Thuy An commune (connecting point with the National Road No. 18) end point connecting to Hai Duong province by a new constructed bridge over Dong Mai river;

4. Land use situation: residential and agricultural land.

6. Investment method: BOT or BT

7. Project progress: 2015 - 2020

8.     Project situation: Project is updated to the general planning; investment project has not temporarily made;

9. Basis for project establishment:

- Pursuant to Decision No. 2622/QĐ-TTg, dated December 31, 2013 of Prime Minister approving the planning construction of Quang Ninh province socio-economic development to 2020 and the view of next 2030;

- Pursuant to Decision No. 1588/QĐ-UBND dated July 28, 2014 of People’s Committee of Quang Ninh Province approving the general planning of Quang Ninh area to 2030 and the view of next 2050 and after 2050;

- Pursuant to Decision No. 1618/QĐ-UBND dated July 9, 2015 of People’s Committee of Quang Ninh province approving the general planning of Dong Trieu Town socio-economic development to 2030 and the view of next 2030.

- General planning of Dong Trieu Town to 2030 and the view of next 2050;

- The current legislation documents.

10. Socio-economic effects brought by the project: when the project finishes, it will create an east - west inter-provincial route of Dong Trieu town; to expand the central development space toward the south of Dong Trieu town; to increase Dong Trieu socio-economic development;

11. Preferred policies:

Implemented according to regulation of the law on investment and policies of Quang Ninh province

12.  Investment supports of Quang Ninh province:

1.    In terms of land acquisition: Quang Ninh province has responsibilities to supply guidance, land confiscation; compensation; supports and resettlement according to the regulation.

2.    In terms of infrastructure: project is supported with electric, water and means of communication.

3.    In terms of labors: project is supported with suitable recruiting laborers.

4.    In terms of administrative procedure: project is supported with administrative procedure settlement according to one-door mechanism and ultimate supports to investors while implementing the project;
